Information for Members

You are a member of the Association if you own a lot or a condo in one of the sections that is part of the Rayburn Country Association (RCA). As a member it is your right and duty to vote at the annual meeting to fill open seats on the board of directors. From time to time, other issues may be brought before the membership for a vote, but most decisions are made by the board of directors on behalf of the community. A Board of Homeowner Volunteers

The Board of Directors are homeowners like you! They meet every other month to conduct regular RCA business and may also call special meetings of the board. All meetings to conduct board business are announced on this site and via email to those members with an email on file. Though not required, we usually include an agenda with the email announcement, and a Zoom link is also included for those who wish to attend remotely. To have your email added to our records, please email us including your property address or section and lot number.

Property owners are encouraged to attend the board meetings to keep abreast of issues facing the community and the board’s work to foster neighborhood spirit and enhance property values. Time is given for public comments at each meeting prior to the board discussing and voting on agenda items. We welcome suggestions, questions, or complaints of a general nature (i.e.: not about your specific account, rules violation, or the violation of another lot owner) during the homeowner forum portion of the meeting. Please keep your comments to 2-3 minutes or less.

take place on the 4th Mondays of odd numbered months at 6:00pm at the Rayburn Country Resort Restaurant.

Members with a valid email receive an email with the Zoom link and agenda approximately one week prior to each board meeting. If you are an owner who has not received meeting emails please contact the community manager to update your email with the office.

Resort Amenities

RCA supports the development and maintenance of the Rayburn Country Resort amenities through a contract between RCA and the resort owner (RCR). RCA members in good standing receive a pool membership and discounts on golf and lodging as outlined here. The resort also hosts events for RCA members and gives advanced registration for resort events to RCA members. To activate your RCA Club Membership, please see the staff in the golf shop.

If you have specific question or complaint about the golf course, pool, restaurant or other resort amenity, please address those directly with the manager of that amenity. If you do not feel your concern was addressed, or if you have a general complaint or a suggestion, you can also contact the on-site manager who will forward your concern or suggestion to the RCA Amenities Committee. They will bring it up at their next meeting with the resort owner if appropriate.

Annual Assessments

The annual assessments for RCA lots are levied annually and due on July 1st, the first day of RCA’s fiscal year. Currently the rates are $420 for an improved lot (a lot with a home, garage, shop, or other building) and $300 for a lot with no improvements. Assessments support the maintenance of the resort amenities, the roads, and the administration of the association.

Roads in RCA

RCA is responsible for over 25 miles of roads, most of them were left in poor condition by past developers. The association is doing all it can to make and keep all roads in a safe and passable condition including investing in road maintenance equipment and improving drainage along roads as funds allow. Some roads are maintained by Jasper County.

  • Deed Restriction Violations:
    • If you received a letter requesting that you correct a deed restriction violation, please call the RCA office at 409.698.4201.
    • If you have a complaint about a neighbor that is violating the community rules or deed restrictions, please email the on-site manager at rayburncountryassociation61@gmail.com. We will keep your identity confidential relative to the lot owner in violation. Pictures are extremely helpful!
