We encourage you to read the information about the permit application and help the lot owner gather the documents required.
If you are not also the lot owner, the lot owner must check the check boxes and sign the permit application because they have a legal relationship with RCA and are ultimately responsible for activities on their lot. The permit form has a place for your name and contact information in addition to the owner’s contact information so that we can communicate with you directly about the pre-pour and post-pour inspections and bring any concerns to you directly. These critical inspections are “HOLD POINTS” meaning you must stop work and get the work INSPECTED before proceeding to the next step as described below:
The “Pre-pour” inspection occurs upon completion of the form construction and BEFORE any concrete is poured. The “Pre-pour” inspection is intended to verify that the foundation forms constructed represent what was submitted in the original package approved.
The “Post-pour” inspection occurs after the concrete is poured and BEFORE any framing commences. The post inspection is intended to verify that no changes have occurred and the foundation constructed represents what was submitted in the original package approved.
Builders may pick up the permit at our office on behalf of the lot owner once the permit is approved. We will provide you with the same approval letter we sent to the owner. It has the name and number of the person who does the pre- and post-pour inspections for all projects that include cement pours. Be sure to schedule and successfully complete a pre-pour inspection prior to pouring cement and a post-pour inspection prior to installing studs/walls. The lot owner will be fined if these steps are not honored.
- Please be sure to install silt fencing as soon as you do any dirt work. Rains can be sudden and heavy.
- Please bring a porta-potty for your crew.
- Please keep the work area as tidy as possible. Haul off trash and debris on a regular basis.
- Please don’t bite off more than you can chew. If you have several projects and demonstrate a habit of stalling out on your jobs, we may not issue additional permits for your projects.
Access the building site from the road the lot is on; do not access lots by driving across green belt areas or lots owned by others. Wingate Blvd has a greenbelt buffer along nearly all of it. Do not drive from Wingate to the back or side of a lot or the permit will be revoked until shrubs are planted preventing access from Wingate.
Clearing and dirt work can be done while the permit application is being reviewed by the ECC. “Dirt work” does not include the installation of any retaining walls. You must have a permit before any retaining walls, form boards or other permanent items are installed (including any cement).
